The problem stated simply is that illegal immigrants cannot obtain a California Driver’s license. Without a license, they cannot be insured. Law enforcement and the Department of Motor Vehicles has stopped vigorously enforcing existing laws to keep unlicensed and uninsured drivers off the roads. There is no check to see whether these drivers can see, read a road sign or are even minimally capable of operating a vehicle. It is not surprising that these drivers are causing a hugely disproportionate amount of damage and death in California.
