Los Angeles police chief Charlie Beck and city commissioners viewed the former 30-day impound policy as a “fairness issue” and essentially allow illegal, unlicensed and uninsured drivers to immediately retrieve their vehicles without showing proof of a license or of insurance. Situations have arisen in the most egregious of circumstances after an illegal, unlicensed and uninsured have actually killed others on the road. Under current policies, that driver can retrieve the vehicle essentially the next day and be out on the road again.
Although Chief Beck and city leaders are trying to implement a policy which is a reaction to the state refusing to license illegal immigrants, that policy is becoming a major public safety issue on Southern California roadways. Moreover, the policy has the unwanted effect of imposing a lesser penalty on other Californians who have had the misfortune of having a suspended license or who are unable to demonstrate proof of insurance.
